Help! Can't keep front wheels on ground W/3414 lo

Hi,
I have a 66 model 3414 loader backhoe. The problem is is that I can't keep the front wheels down if on any sort of grade. There are weights attached to the front below radiator. The hoe is a 3131 which I know is heavy in the rear but I need some suggestions. I was going up a logging road with only a minor grade and the front was airborne the entire time-scary. Also what can I do about the brakes! The Flintstones could stop better than I can!!!! Thanks Mike
