Adding fenders to an H

The mounting plates for the fenders block the grease zerks at the end of the axle. Are the seal retainer plates symmetrical - can I just turn them 90 degrees and point the zerks to the back ? Why do you suppose that anyone would go to all the trouble of making fenders and mounting brackets and not check to see that the holes line up ? Luckily it was the holes in the fender that were off. They missed by a quarter inch.
