IH 454 electric fuel pump

Did the 454's come with electric or manual fuel pumps? The IT manual I have shows a manual pump but I've got an electric. Anyhow... The tractor has been sitting for a year or so without running. I've got the tractor to where it will crank and cough but it is flooding the carb. I read in the archives the float/seat/and needle valve are probably bad. What keeps the electric pump from over pressurizing the carb and blowing past? Should their be a regulator or return line?
