Farmall Super A originality question

I'm in the midst of tearing down my Super A for restoration and I've run across three screws with flathead type heads on them securing the brake and clutch pedal guard. Seems a bit odd as the other two of the five bolts securing this part were hex type. Is this original or something that has been added? Every thing else has been secured with hex type bolts except for the wheel weights which have a square bolt secured by a hex nut. Forgive me for being anal about this but this is my first tractor and I am still learning.
