IH 986 Torque

Neighbors got a 986 that when you pull or push the torque lever it does nothing. It acts like the linkage is broke. Is that a mechanical linkage or does it have some kind of hydraulic-piston setup like the clutch? Could have some roll pin or rod broke? It feels like the spring tension is still there to pull it back into direct drive. Or is there something internal?
