I would be checking the fuel system first, anything that sits seems to get fuel obstructions and settling of sh%$ and moisture accumulation. I would remove both the float bowl and sediment bowl to clean. Be sure the fuel flows freely from the sediment bowl and fuel line. Gas line de-ice in the fuel will help if it's moisture.

A little hint I learned a few years back, (I repeat it often here) for stuborn starters I like to connect two tractors together with their pullys by a belt. Use the fans to determine direction. This saves wearing your starter drives and ring gear. You can fool with stuff while it's up at full speed. good luck.
