%$##*% Manual Lift again....

First off, let me say that I am not a total idiot, but.....
Spacers provided with the manual lift kit (Woods) for my Farmall A (1946), put the arm right THROUGH the steering shaft! I tried it without spacers, and it seems to fit fine BETWEEN hood and steering shaft. Problem is, sheet from Woods specifies "spacer for IHC A&C". Also, cover of book "How To Restore Your Farm Tractor" (Pripps) shows a Farmall A, with Woods deck and Manual Lift, and the lift arm is definately OUTSIDE the steering shaft. What the %$&@@% am I doing wrong??
