Hi, I run an oil testing lab. If it says that it meets or excedes specs, then it probably does. If it is licensed then it is occassionly checked by some agency. The API does a yearly audit of licensed motor oils. If it doesn't specifiy that it meets some spec and bear a logo of sorts, I would stay away from it. The chemistry is pretty much all the same, but with the hydrostatic systems the particle size is what is important. I do believe that the servo valves require oil with less than 10 micron size of particulates to function properly. Additives in the oil therefore need to be smaller than 10 micron or you will starve the system pumps.
