1466 steering

Got a 1466 in the shop and has very little power steering. Im a Deere mechanic and not used to these tractors. Everything else works fine torque,brakes, three point ect.just very weak steering. I was told to pull out the valve on the bottom of the housing on the left side tractor. I did that and the oring was good. and valve looked good. If anybody has any ideas on the problem I would be glad to hear them. Thanks in advance.
