Chris - Sound like a CharLynn. The CharLynn PS kit a fairly common retrofit on M's and Super M's, and I presume also 400's. Before you tear too deep into it make sure all the fasteners holding the PS unit together are tight (you'll need a 1/4" 12 point socket for the main body cap screws). Also make sure the hydraulic manifold attached to the side of the PS unit is clamped tight (it's held on with a pair of allen head cap screws). Sometimes these work loose - and sometimes blow out the manifold O-rings - when there's nothing otherwise wrong with the steering unit. Replacement (new/rebuilt/used) steering motors are available, but they're kinda pricey. The model number is stamped into the end of the PS body facing the rear of the tractor if I recall correctly.
