You have a fuel problem -- you say you have a new carb so adjust it according to the manual--I don't have a Cub so am not familiar with that carb. If you determined the flow by removing the gas line from the carb, remember that if it is like other IH carbs, there is a screen inside the fitting that the gas line screws into. Remove it and see if the screen is plugged. I don't think you are getting enough fuel, if you are then the main jet almost completely closed. The A,B,C, carbs do not have an adjustable main jet unless it was designed for kerosene/distillate.
