Jerry and Alvin are correct. By the way, "dipping" the flag (as in a parade salute) is never appropriate. There was a big controversy about that in the 1936 Olympic Games when the U.S. would not follow other countries in dipping their flags to the hosts' Nazi flag. You're really talking about flying the flag at half mast, not dipping it. My understanding is that the president or a governor can issue a proclamation that flags be flown at half staff. I would suspect the U.S. congress can too, although I'm not sure on that one. But the notion of someone personally ordering the flag to half staff just because someone they respect has died is inappropriate, however touching. Mark W.
