The very best thing he could do right now is go where there is a good starting 1066, 1086, etc. Then he can compare how fast it is cranking compared to his. Tractor starters tend to get slow over a long period of time, thus you don't realize how bad they are until you rebuild or hear one the same. My dad was a firm believer in farm visits, he said you learned all you own short comings and mistakes.
