Tom: Sounds as though the fuel injection system is taking in air. You must have a leak somewhere in system. It could be anywhere between fuel tank and injection pump or even within the pump. If the tractor is working well when running, then air must enter during time engine not running. Or you have a leak that could get a whole lot worse. Look for cracked lines, cracked filter base, bad seal on filter. Had a Cat once performance was terrible, after some looking we discovered gasket behind inspection plate for timing was leaking. Not enough to allow fuel out but did let air in.
