Sounds to me as if you do know something about carburetors. The botttom of the discharge nozzle is below the normal fuel level of the bowl. The base of that nozzle actually has a small reservoir after the high speed jet. I suspect that the small reservoir is a sort of non-moving accelerator pump that supplies extra fuel if the throttle is suddenly opened from idle. But the gasket at the base of the discharge nozzle is crucial to the proper operation of the carburetor. If it leaks, fuel will flow into the throat below the venturi, running or not. I use a little Permatex #2 on the gasket for insurance. Maybe I should not give away my secrets. Hope this helps.
