While I usually agree with 49 Cubber, and having painted a couple of tractors myself, for $650 there should be no runs, if you did all the prep work. If I did the prep work, I would probably charge $1500-$2500 depending on the amount of prep work I did, but I don't paint for other people. I do know the amount of work involved to get a quality job. Don't think your buddy is an experienced painter, and you got took. I doubt if he spent all that much money on paint, a "good" paint job would be $300 in paint, bc/cc is out of sight (using gallon prices). A cheap one might cost $50-$100. The red would be gone, part of the primer will remain. Did he use epoxy primer? Surfacer over the epoxy on the tin? Did he use tractor store paint, Case-IH 2150, or PPG, DuPont,etc. Makes a HUGH difference in material costs. Did he remove the carb, air cleaner, and distributer, governor, lights etc, or just paint over it all? Were the rims and tires removed? All this and then some has a large effect on the price.
