Plugs, points condensor rotor and cap are good places to start. Might also want to look at the condition of the plug wires. While you are in the area check to see if the distributor advance is working. Also a good time to run a compression check on the engine to see if there is a aproblem there. Does it smoke excessively? Did plugs look like it burned a lot of oil? A carb overhaul would probably not be wasted at this point along with function of governor. When you get all the outside relatively cheap stuff done then if you still have the problem you can tear into the engine. Could also be that timing is off.
