I would not recommend welding. Those shafts are carburized, hard on the outside and softer on the inside, and the hardness tends to propogate cracks. Since the pinion gear is part of the shaft You really have to watch what You do to it. I'd look in the local larger city phone book yellow pages for "Machine Tool Rebuilders" can call them. They either can rebuild gears/shafts or know someone who can. They will possibly anneal or normalize the shafts, plasma spray weld the splines & re-grind them, then re-harden or chrome plate them and regrind. A used pair of shafts would possibly be cheaper. A lower cost alternative would be to have the machine shop grind off some of the center cast iron brake actuators, and the inside of the cover so the brake discs run in a different area of the splines.
