The TA is probably stuck in high range; it may just need a clutch adjustment (EXACTLY according to the book), but don't count on it. If that doesn't work, you still have a useful tractor even if you don't fix the TA - probably for quite some time.

The 300U is set up to accept the toplink for a standard 3-point hitch, all you need are the adapters for the bottom portion of the hitch, which hopefully come with the tractor.

For $500, it's pretty hard to see how you can go wrong, especially if you get the plow and mower cheap. Do spend a few bucks for an Operator's Manual (Binder Books). Good Luck.
