I posted earlier about not being able to get my H to turn over after changing some cables. Thanks for the great advice! The problem was the starter. It was rebuilt 2 years ago by previous owner, but a very poor job was done. The solder connection for cable lug was broke loose on inside of starter, the two bolts that hold the nose piece on was grounding onto the fields,the piece that connects the fields was almost broke in half and the gear that meshes with flywheel had a broken return spring. It also looked like the wire that gets soldered to the lug bolt was done improperly. The starter had a dead ground/short. The brushes were excellent though! I had the it rebuilt correctly, it was done in less than an hour and for only $70 bucks. I mounted it on the tractor and it fired up to life! I'm now ready to begin a 12 volt conversion.
