There are only three things that you need to create combustion. Air, fuel, and a spark. You say that the engine is timed correctly. Are the plug wires on in the correct order? If the wires are sequenced counter-clockwise while the distributor/mag is going clockwise it isn't going to fire correctly even if you have it timed at TDC for #1. Are you getting gas to the inlet of the carb? Loosen the inlet fitting or loosen the drain plug. Is the float sticking in the carb? When you are trying to start it do you smell unburnt gas? Are the plugs getting wet from gas being drawn into the cylinders but not burning? Was the engine running prior to you re-building it? Do you have fresh gas in the tank? Just several things to think about.
