The shaft that the weights sit on spins when the tractor is running, centrifugal force throws the weights out and a small tab on the weights works against a fitting which is attached to a fulcrum. The fulcrum has the spring hooked to it, and the other end of the spring is hooked to the throttle shaft. Clear as mud? To get a better idea of how this works, it won't hurt to start the engine with the cover off, it will throw some oil out, but it will not be a flood or anything. I do not consider myself an expert on governors, but I have been able to vastly improve the performance on a couple of mine just by tinkering. They are not all that complicated.
