Well, having been wrong once or twice before in life, it's possible. But I don't think so this time. These weep hole are between the seasonal disconnect (T-shaped) plate (wet) and the front transmission fluid drain plug (wet) on the "middle plate" which is the position of the gear bringing the PTO power down from the main drive line (which needs to be lubricated). If you stick a wire in the drain hole(s), it goes straight up quite a ways, consistant with maintaining a fluid level. The dry, front compartment is for the main clutch, only, in a tractor with a TA, and it's drained by the "front" plate.
