If it's not a row crop, then it's an International 504 Utility. The D-188 engine is rated at 46 H.P. & is not rare. 504 was built from '60 - '65 or '66. The power steering is not rare, but hydrostatic steering was first introduced on this series tractors & still in use today. I believe the underslung exhaust was offered, but don't see many diesels with it. The Torque Amplifier is a planetary gear reduction unit. With handle pulled back ground speed is reduced about 30%. With handle in forward position it's direct drive. When T/A handle is pulled back you should feel a difference. You should feel the tractor slow or if T/A is bad or misadjusted you will feel it slip.I think it could be misadjusted to the point that it does nothing, as you say. Try it again if possible on an uphill grade or while putting pressure on brakes. If it slips, just disengage clutch,stop tractor and return T/A handle to forward position. NEVER travel downhill with handle in rear position, tractor will freewheel and must be slowed by brakes or stopped before returning handle to direct drive(forward position).
