Alan – You’ve got the older cutout system. In order for it to work EVERY component (cutout relay, light switch and of course the wiring) must be in good working order.

Since the system has not been charging it’s unlikely your battery got charged backward – and even if it did it wouldn’t have enough stooch to crank the motor. So go ahead and reconnect the battery properly (positive post to ground). Then polarize the generator by momentarily jumpering the two terminals on the cutout.

If the system still does not charge, recommend you get rid of cutout and replace it with a new voltage regulator. It’ll cost less, and it will maintain the battery better than the old cutout system did. And wiring up a regulator is straightforward.
