560 hydraulics

I am stumped. The hydralic on my 560 are weak. I have to have the tratctor at a high rpm in order to lift any thing. If i slow the engine down while attempting to lift something it will start to lower back down. I have changed the filter, new oil, it took the suction line off to make sure it was not plugged or leaking. Redone the entire regulator and safety block. I think the only thing left it the pump. I am taking it out tonight. What is the real problem?
