IH350 fan belt?

Just aquired an IH350 Utility with a Lord front end loader. The loader is powered by the front PTO. The fan belt is loose and the fan slips. Does anyone know if the upper pully on the water pump is a variable speed pully which can be adjusted? Changing this belt does not seem to be an easy task... Thanks-
