F-20 governor

Has anyone worked with the F-20 governors? My F-20 has the variable speed governor, which according to the manual and serial number it shouldn't have the variable speed governor. I have 2 F-20's and the other does not have the variable speed governor. The one i'm having trouble with is the variable speed. It has the larger governor weights with no springs on them. What I need to know is how much travel is it supposed to have, because it doesn't look like mine has enough travel. The manual tells how to adjust the linkage by having the butterfly and governor in the wide open position, but if I do it that way, then there's not enough travel to close the butterfly to idle position, if you go the other way then you can't get full throttle when the engine is under load, and even at that it still does not idle down all the way. Anyone have any suggestions?
