Well, I ended up taking all the throttle linkage apart and found it was worn pretty bad which was causing the problem with the engine not idling down. I had some spare governor linkage left from another F-20 engine that were in good shape. So I ended up replacing the the butterfly shaft in the carberator, and the associated linkage. Once I got all that fitted back up it made a big difference. The governor arm doesn't have much travel to it, so after everything was back together and I re-adjusted the governor, the best you can get at full throttle the butterfly is about 3/4 the way open, limited by the governor, but at least I did fix the idle problem, but i'd say that's the way it was made...
