2 Pipe Plug Mystery on 240-U

I am in the process of tearing down my 240, and after I removed the front grille and brackets, I noticed a 2" pipe plug in the front of the frame. It looks like the outlet is cast into the block below the bottom radiator inlet. Is this a drain for the water jacket by chance? I put a 1 1/4" wrench on it a tried with all my stength to loosen it, but no luck, so I don't think its ever been loosened.

Is there any other way to drain the water out of a 240? I can't find any petcocks around the front of the radiator or engine.
