I finally finished my 1936 F-20 last October for the church's Oktoberfest. I basically did a complete rebuild of the engine. I also have the HF122 (I think, or something like it) manifold. Mine seems to run quite nicely at an idle. I did rebuild the carb with all new parts from Rice's rebuild kit. I am at a loss to why you are having problems and why so many people say it is so common. I can get mine to idle down quite far and nearly stall, but it does not miss.
