I hope you have the right parts. Most of that style bearing are tightened by tightening until the wheel is a little hard to turn and then backing off until you can get the cotter key in. If it is so tight that you are actually afraid of ruining the threads, there is something else wrong. The dust deflector you mentioned is supposed to have a felt seal in it, then an oil seal. I don't think the bearing jams up against it as the axle shaft is tapered. Almost souds as if you have the wrong bearing, but I don't know.
