C front wheel bearings

Hello all, I have a question about the front wheel bearings that I am in the process of replacing on my 50 C. I put the one side on so far and I was wondering if they should tighten up all the way against what is referred to as the "wear plate". It is a big metal washer looking thing with an inner lip and an outer lip that goes only about two thirds of the way around the outside edge of it. Whem I removed the old bearings This ring seemed tight against the inner bearing as does the other on right now or is it supposed to remian loose. Was it only tight because of years of crud that have built up around it. I am afraid to tighten it up any more for fear of ruining the threads on the spindle. any help would be appreciated.
