Yes it can. My dad had a 28 inch McCormick Deering and used a 15-30 and later used an M. The one year the M boke the pulley shaft and he put the H on it. The H had been overhauled a few years before and had the aluminum pistons. It handled the machine good. He had tried it back before he had the M, and at that time the H had the original cast pistons and it was not able to keep the rpms up. There always were those who loved to pitch and see how the tractor could take it. The M could handle anything that was pitched, even the cross way bundles. Pulley rpm can be adjusted with pully dia. He used a 12 inch.
