Is your carb adjusted right? Next I would check the linkage that hooks to the carb . Make sure its seated in the right postion in the carb . Lossen the two screws that hold it on the carb and wiggle and turn it and see if that makes a different.I guess next would be to pull the cover off the GOV . Check holes for wear like where spring hooks,Spring ,Govener Adjustments, JON
