Farmall 230 Carb

Farmall 230 started acting up, only wants to run with full choke. I have checked gas flow at the carb and the inlet screen and they appear ok. I drained gas tank and put in new gas and cleaned the sediment bowl & screen. I drained the carb several times. I have good spark at the plugs. I checked the air cleaner. Do I need to rebuild the carb? Or, am I missing something else? Thanks in advance for your help.
