Bill - On the SM that tube is the "cylinder head breather". It ventilates the rocker box via a second, external tube running from the rear of the head to the air cleaner inlet. Rocker shaft oil supply is provided by a tube and sleeve assembly mounted on the rocker shaft between the two middle cylinders. I gotta think the 400 breather is the same (it uses the same C264 engine). Perhaps the head breather tube is missing on your 400??
