Let's fix the carb problem first. Sounds like the needle valve is stuck open or partially open or the float is set to high. You probably have something stuck under the needle valve. Try draining the carb. See if that won't dislodge the material. You might rap lightly on the side of the carb while draining it. If that doesn't work remove the carb from the tractor. Take the top off the carb and check the needle valve and seat for junk. Check the float level. I have put inline fuel filters on all of my tractors. Adjusting the timing. Loosen the distributor bracket and rotate the distributor. My guess is that the tractor is in time. I would not adjust the timing until I had solved the carb problem. Go to one of the tractor/farm supply stores and purchase an IT manual for the tractor. $30.00 well spent.
