Same answer I gave earlier this week? Provided the coil and condensor are good, you have a stuck float or you need a new needle and seat. Drain the carb and try to start it without choking. It is NOT going to start once gas starts dripping out. Fix that problem and it should work. Trying to make it start by adjusting the mixture or idle screw will have little, if any, effect. When you get it running, adjust the carb by turning the main jet in until it stumbles, out until smooth, maybe an additional 1/4-1/2 turn, do the same with the idle, and don't fiddle with the adjustments any more. If you don't have time to fix the carb right, shut off the gas every time you shut the engine off.
