I done this on a friend's 1970 ford bronco that had been sitting for five years.. Now follow these instructions carefully === Try to get tractor to a fairly decent size tree and attach a chain to drawbar and to tree,put in a fresh battery,put tractor in medium to high gear,push in clutch and hold it down then bump starter with ignition disabled and see if this might create enough torque to break the rust loose.But as always OBSERVE ALL SAFETY PRECAUTIONS.........
