The TA clutch is not holding on the low side. It is possible that the TA clutch needs adjusted to let the TA clutch hold on the low side.The last 3 out of 4 tractors I have purchased owners said the TA was out on low side but TA adjustment took care of the three and the fourth was clear out. The operators manual will tell you the proper way to adjust.
