SMTA---TA Question

I am looking at a SMTA that was restored 6 years ago. At that time the owner replaced the TA and the small clutch and claims the TA worked fine. The tractor has sat outside for the past 5 years and has not been run. We got the tractor running and everything seems to work ok except the TA. It seems to be locked in the high side in 1st, 2nd, 3rd, and 4th. When I shift the TA down nothing happens but the tractor stays under power. When the tractor is in 5th gear the TA works fine. I am a little puzzled why the TA will not work in the lower 4 gears but works fine in 5th. Does anyone have any ideas or advise? Thanks
