There is a screw with a jam nut at the front of the gov. That screw is an adjustment to stop surge. If it is surging turn that screw in slightly til surge just stops. You haven't elaborated on what work you have done to fix the gov. If this adjustment does not work you may have aproblen in the gov or something is not quite right with the carb. I assume you have adjusted the speed screw at the top of the gov to obtain the no load high speed setting (full forward on the throttle hand lever.
