Solvent. Spray the portion of the bolt/nut inside the frame/support and outside. Every day - wait a few days to a week.

If it is not a stud -can you reach inside frame/support and reach the the remainder of the bolt. If you, can perhaps you can get a pair of pliers or vise grips on the portion sticking beyond the nut and turn the bolt, bringing it in.

If it is a stud - try any of the other suggestions.

If can reach the back of the broken bolt and there is a nut spot welded to the support/frame and all else fails. Drill out the bolt and replace it with another longer bolt, nut and lock washer.
