6 Volt Positive Ground Regulator

I need help with a Farmall A. My tractor for some reason goes through about 2 regulators a year and in between I have to use emery cloth to clean the points in the regulator so it will continue to charge. I have headlights wired to the L post of the regulator then goes to a toggle switch could there be a problem here? Or could it be they don't make regulators like they used to? Also when it is charging properly and I shut my engine off it shows about 5 amps of discharge for a split second until the engine has compleatly stoped running. Is this normal for this to happen? PLEASE HELP Thanks Brian
