Power-steering on 560

The power-steering on my 560 is horrible. I have a wide-front end and a loader so with all that weight, I have to be in at least 2nd gear to turn the wheel (or raise the front end with loader). I replaced the hydraulic pump and the steering pump - even jumped from the 12 gpm to 17 gpm and my steering isn't any better. Is it the control valve? Help! I'm $350 in the hole and still can't turn. (got "bench tested" pumps from Cook Tractor in Clinton, MO) Added info: Loader and fasthitch work - carrying round bales easily - but loader wouldn't pick up my mower-conditioner or baler but that might have been asking too much anyway. Fasthitch slowly drops when tractor is shut off if something is attached (finish mower). Thanks in advance, Jason
