I had a similar problem on my 460. Follow the hydraulic lines to under the radiator to a small
block. That is the steering cylinder. It unbolts from the frame and has a lever which goes up into the housing.
When it's off take it apart and make sure the internal cylinder isn't gummed up and that the lever is actually on the pin. Make sure that you have the little O rings for the hydraulic lines before starting though. They will probably fall apart when you disconnect the lines.
My lever had worked itself off the pin and the steering wasn't working at all.
