Valve Housing Rocker Arm Assembly

What would the best method to clean up a valve housing and rocker arm assembly on C-123 up to C-284 engines when a rebuild isn't called for just yet? Would kerosene or Marvel work okay? Would the loosened crud find their way into the valve seats and other areas, or would it pass harmlessly into the crankcase where it could be drained?
