Engine speed is set by the hand throttle off idle or at idle by the idle stop screw. Advancing the hand throttle a small amount with engine off will almost immediately open the throttle plate wide open. Firing the engine, the gov will tend to close the throttle plate. If you go uphill or otherwise load the tractor the gov will open the throttle plate as necessary to maintain set engine speed. If you go down hill the gov will close the throtle plate in an attempt (albeit not nearly as effective) to do same.
