If I remember correctly, the post has a collar or something tht pushes up against the notched plate. The notched plate goes up against the steering post. On the other side of the steering post is a locknut and nut over the threaded part.

To the left of the plate is the lever, and then a spring, and then a washer, and then a cotter pin to hold it on. The idea is that the spring holds it into the notches.
